Windows Server 2025 Remote Desktop Services 50 Device CAL is a pack of 50 per-device client access licenses for Remote Desktop Services. Each license lets one physical device, such as a shared PC, a thin client or a kiosk, open sessions on RD Session Host servers running Windows Server 2025 or any earlier version back to 2016, however many people use that device. A Server 2025 Remote Desktop device CAL pack from HypestKey fits warehouses, clinics, schools and call centers where staff share terminals in shifts.

Key takeaways

  • 50 per-device RDS CALs: one license per physical device, any number of users on it.
  • The newest RDS CAL version: valid for session hosts on Windows Server 2025, 2022, 2019 and 2016.
  • Installed on a Remote Desktop license server running Windows Server 2025.
  • Device CALs work in a workgroup as well as in Active Directory.
  • License code emailed instantly after payment, no account needed.

What is a Server 2025 Remote Desktop device CAL?

A Windows Server 2025 RDS device CAL is a license that lets one physical device open Remote Desktop sessions on a Windows Server RD Session Host. The license belongs to the device, not to a person, so every employee who signs in at that terminal is covered. This pack holds 50 of those licenses for Windows Server 2025 and earlier hosts.

Remote Desktop Services publishes full desktops or single RemoteApp programs from a server. When a device connects, the session host checks with the RD license server whether a license is needed, and the license server hands one out from the installed pool. On its first connection a device gets a temporary license valid for 90 days. At the next connection, with free licenses in the pool, that temporary license is upgraded to a permanent one. Each permanent device CAL then renews itself for a random period of 52 to 89 days.

Why per device? Picture a packing station used by three shifts, a nurses’ station shared around the clock, or a classroom with 25 thin clients. Seventy people may use 25 machines; with device CALs you license the 25 machines and stop counting people.

Device CAL or user CAL: which do I need?

Choose per-device RDS CALs when several people share the same computers, for example in shifts. Choose per-user RDS CALs when each person works from their own devices or from several devices, such as an office PC, a laptop and a home computer. A session host collection runs in one licensing mode, so pick the model that matches how people really work.

Item Per device RDS CAL Per user RDS CAL
Assigned to A physical device A user account in Active Directory
Works in a workgroup Yes, tracked without Active Directory Cannot be tracked in a workgroup
Temporary licenses 90-day temporary CAL on first sign-in None
Renewal Random period of 52 to 89 days Shown as valid 60 days, renewed on sign-in
Revoking Up to 20% can be revoked Not possible
Over-allocation Not possible, enforced by the license server Possible, but a breach of the license terms

Staff who each carry their own laptop? Then the Windows Server 2025 RDS 50 user CAL pack is the better fit. Data: Microsoft Learn, RDS client access licenses.

Which Windows Server versions does a 2025 RDS CAL work with?

Windows Server 2025 RDS CALs license sessions on hosts running Windows Server 2025, 2022, 2019 and 2016, because newer RDS CALs cover older session hosts. They are the only RDS CALs accepted by Windows Server 2025 session hosts. The CALs must be installed on a Remote Desktop license server that also runs Windows Server 2025.

Server role Windows Server 2025 Windows Server 2022 Windows Server 2019 Windows Server 2016
RD Session Host accepts 2025 RDS CALs Yes Yes Yes Yes
License server can hold 2025 RDS CALs Yes No No No

So plan the license server first. If your current RD Licensing role sits on a 2022 or 2019 machine, add the role to a Windows Server 2025 server before you install this pack; a 2025 license server can hold older CAL versions too, so existing packs can move there. What else do I need besides RDS CALs?

RDS CALs come on top of the base licenses. The session host needs a Windows Server license, such as Windows Server 2025 Standard or Datacenter, and every user or device that accesses the server also needs a Windows Server CAL. One server in the network also runs the Remote Desktop Licensing role, activated once with Microsoft.

  • Server license: for the RD Session Host, for example the Windows Server 2025 Standard key.
  • Windows Server CALs: the base access license for each user or device.
  • RDS CALs: this pack, for the Remote Desktop sessions themselves.
  • Admin access: up to two simultaneous administrative RDP sessions need no RDS CALs.

After an RD Session Host is deployed, Microsoft gives a 120-day grace period during which no license server is needed. Once it ends, every device needs a valid RDS CAL to start a session, so install the pack well before day 120.

How do I install the 50 device CALs?

Open Remote Desktop Licensing Manager on your activated Windows Server 2025 license server, right-click the server name and select Install licenses. Choose the license program that matches your purchase, enter the license code from your HypestKey email, then select Windows Server 2025, Per Device CAL and the quantity 50. The wizard contacts the Microsoft Clearinghouse and adds the licenses to the pool.

  1. On the license server, open Server Manager > Tools > Remote Desktop Services > Remote Desktop Licensing Manager.
  2. If the server shows as not activated, right-click it, select Activate Server and finish the wizard.
  3. Right-click the server name, select Install licenses, then Next.
  4. Select the license program that matches your purchase and enter the license code.
  5. Choose product version Windows Server 2025, license type RDS Per Device CAL and quantity 50, then finish the wizard.
  6. Set the deployment to per device: Server Manager > Remote Desktop Services > Overview > Tasks > Edit Deployment Properties > RD Licensing, select Per Device and add your license server.

Without a full RDS deployment, set the licensing mode and license server by Group Policy under Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Licensing. RDP still switched off on the host? Our guide on how to enable RDP on Windows Server walks through it.

Tip: Swapping out old thin clients? Revoke the CALs of retired devices in RD Licensing Manager (Microsoft permits revoking up to 20% of device CALs) instead of waiting for them to expire.

How long are Windows Server 2025 RDS CALs supported?

RDS CALs follow the support life of the Windows Server version they belong to. Windows Server 2025 mainstream support runs until November 13, 2029, and extended support with security updates until November 14, 2034. The CALs themselves are perpetual licenses and keep working after activation; only the operating system stops receiving updates at the end.

That long runway is the main reason to buy 2025 CALs today, even if most of your hosts still run 2022 or 2019. Upgrade a host later and the same pack keeps covering it, with no second purchase.

FAQ

How do I install RDS device CALs on Windows Server 2025?

Open Remote Desktop Licensing Manager on an activated Windows Server 2025 license server, right-click the server and select Install licenses. Enter the license code, then choose Windows Server 2025, RDS Per Device CAL and quantity 50.

Can I use Windows Server 2025 RDS CALs on a 2022 or 2019 session host?

Yes. Newer RDS CALs cover older session hosts, so 2025 device CALs license sessions on Windows Server 2025, 2022, 2019 and 2016 hosts.

Can my Windows Server 2022 license server hold 2025 RDS CALs?

No. Windows Server 2025 RDS CALs install only on a license server running Windows Server 2025. A 2025 license server also holds older 2022, 2019 and 2016 CALs, so you can consolidate there.

Should I buy device CALs or user CALs?

Pick device CALs when several people share the same computers, for example in shifts. Pick user CALs when each person works from their own devices or from several devices.

Do device CALs work without Active Directory?

Yes. Per-device RDS CALs are tracked by the license server whether or not the devices are domain members, so they also work in a workgroup.

Do I still need Windows Server CALs?

Yes. RDS CALs come on top of the Windows Server CAL that every user or device accessing the server needs, plus the server license for the session host itself.

What happens if a terminal is replaced?

Revoke the old device's CAL in RD Licensing Manager. Microsoft lets you revoke up to 20% of per-device RDS CALs, and the freed license goes back into the pool.
