Windows Server 2016 Standard +RDS 50-Device CALs is a bundle of two licenses: Windows Server 2016 Standard for the server itself and 50 per-device Remote Desktop Services client access licenses for the machines that connect to it. The Server 2016 Standard RDS CALs bundle from HypestKey suits a business that publishes desktops or RemoteApp programs to shared PCs, thin clients or kiosks and wants the server and the remote access licensed in one order.

Key takeaways

  • One Windows Server 2016 Standard license plus 50 RDS per-device CALs.
  • Each device CAL covers one physical device, whoever signs in at it.
  • 2016 RDS CALs license session hosts running Windows Server 2016 and earlier versions.
  • The CALs go on an RD license server running Windows Server 2016 or later.
  • Extended support for Windows Server 2016 ends on January 12, 2027.

What is included in the Server 2016 Standard RDS CALs bundle?

The bundle contains a Windows Server 2016 Standard license and 50 Windows Server 2016 Remote Desktop Services device CALs. The server license activates the operating system on your RD Session Host. The RDS CALs let 50 physical devices open Remote Desktop sessions on it, each device counted once no matter how many people use it.

Windows Server 2016 Standard brings the full role set: Active Directory Domain Services, DNS, DHCP, file services, IIS, Hyper-V and the Remote Desktop Services roles (Session Host, Connection Broker, Web Access, Gateway and Licensing). With all physical cores licensed, Standard also covers two virtual machines on the same host. A common layout puts the session host in one VM and a domain controller in the other.

Keep in mind that RDS CALs sit on top of the base licensing. Every user or device that accesses the server also needs a Windows Server CAL, which this bundle does not include. Separate packs are listed in the Windows Server CALs category.

How do per-device RDS CALs work?

A per-device RDS CAL is assigned to one physical device by the Remote Desktop license server. On its first connection the device gets a temporary license valid for 90 days. On the next connection, with licenses available, it receives a permanent CAL that renews automatically for a random period of 52 to 89 days.

Who benefits most? Shift-based teams. Picture a warehouse with 20 scanning stations used across three shifts, or a clinic where front desk PCs change hands all day. Sixty people may use those 20 machines, yet only the 20 machines need a device CAL. When devices are retired, Microsoft lets you revoke up to 20% of device CALs and reuse them.

Item Per device RDS CAL (this bundle) Per user RDS CAL
Assigned to A physical device A user in Active Directory
Works in a workgroup Yes Cannot be tracked in a workgroup
Temporary license 90 days on first connection None
Renewal Random period of 52 to 89 days Shown as valid 60 days, renewed on sign-in
Revoking Up to 20% can be revoked Not possible
Best fit Shared PCs, thin clients, kiosks People who work from several devices

Which Windows Server versions do 2016 RDS CALs work with?

Windows Server 2016 RDS CALs license sessions on RD Session Hosts running Windows Server 2016 or an earlier version, because Microsoft lets newer CALs access older servers. They do not cover session hosts on Windows Server 2019, 2022 or 2025. The CALs must be installed on a license server running Windows Server 2016 or later.

Role Windows Server 2025 Windows Server 2022 Windows Server 2019 Windows Server 2016
Session host accepts 2016 RDS CALs No No No Yes
License server can hold 2016 RDS CALs Yes Yes Yes Yes

Source: Microsoft Learn, RDS CAL version compatibility. Planning to move the session hosts to 2019 within a year or two? Then the Windows Server 2019 RDS 50 device CAL pack covers both 2019 and 2016 hosts.

What hardware does Windows Server 2016 Standard need?

Windows Server 2016 Standard needs a 1.4 GHz 64-bit processor with NX, DEP and Second Level Address Translation, 1 GB of RAM for Server Core or 2 GB for Desktop Experience, 32 GB of disk space and a gigabit Ethernet adapter. An RDS host serving 50 devices needs far more memory and CPU than these minimums.

Component Microsoft minimum
Processor 1.4 GHz 64-bit, NX and DEP, CMPXCHG16b, LAHF/SAHF, PrefetchW, SLAT (EPT or NPT)
Memory 1 GB Server Core; 2 GB Server with Desktop Experience; ECC for physical hosts
Storage 32 GB on a PCI Express compliant storage adapter
Network Ethernet adapter with at least 1 Gbps throughput

Sizing a session host is usually a matter of counting concurrent sessions, not devices. Office workers with a browser and a line-of-business app typically need far less RAM per session than users running heavy graphics. As a rule, test with a pilot group before you move all 50 devices over.

How do I activate the server and install the RDS CALs?

Activate Windows Server 2016 Standard first with slmgr /ipk and slmgr /ato, then add the Remote Desktop Licensing role, activate the license server and install the CALs in Remote Desktop Licensing Manager. Pick Windows Server 2016, RDS Per Device CAL and quantity 50 in the Install Licenses wizard.

  1. Install Windows Server 2016 Standard and open Command Prompt as administrator.
  2. Run slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX with the server key from your HypestKey email, then slmgr /ato. Check with slmgr /dlv.
  3. Add the Remote Desktop Services roles through Server Manager > Manage > Add Roles and Features, including Remote Desktop Licensing.
  4. Open Server Manager > Tools > Remote Desktop Services > Remote Desktop Licensing Manager, right-click the server and select Activate Server.
  5. Right-click the server again, select Install licenses, choose the license program that matches your purchase and enter the CAL code.
  6. Choose product version Windows Server 2016, license type RDS Per Device CAL and quantity 50.
  7. Set the deployment to per device: Server Manager > Remote Desktop Services > Overview > Tasks > Edit Deployment Properties > RD Licensing, select Per Device and add your license server.

Running an Evaluation copy? Convert it first with DISM /Online /Set-Edition:ServerStandard /ProductKey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /AcceptEula, as described in our guide to activating Windows Server with DISM.

Tip: Microsoft gives a 120-day grace period after an RD Session Host is deployed. Install the CALs well before it ends, otherwise devices without a CAL cannot start a session.

How long is Windows Server 2016 supported?

Windows Server 2016 launched on October 15, 2016. Mainstream support ended on January 11, 2022, and extended support with monthly security updates ends on January 12, 2027. The RDS CALs are perpetual licenses and keep working after that date; only the operating system stops receiving patches from Microsoft.

For an existing 2016 RDS farm that must keep running, this bundle is a sensible fit. For a fresh deployment meant to last many years, a newer release is the safer choice. Dates and migration options are in our Windows Server 2016 end of life guide, and other 2016 editions sit in the Windows Server 2016 category.

FAQ

How do I install the 50 RDS device CALs on Windows Server 2016?

Add the Remote Desktop Licensing role, open Remote Desktop Licensing Manager, activate the server, then right-click it and select Install licenses. Enter the code and choose Windows Server 2016, RDS Per Device CAL and quantity 50.

Can I use 2016 RDS CALs with a Windows Server 2019 or 2022 session host?

No. RDS CALs only cover session hosts of the same or an older version. 2016 CALs work with Windows Server 2016 hosts and older ones; a 2019 host needs 2019 or newer RDS CALs.

Which license server can hold Windows Server 2016 RDS CALs?

Any Remote Desktop license server running Windows Server 2016, 2019, 2022 or 2025. A license server on Windows Server 2012 R2 cannot install them.

Do I need device CALs or user CALs?

Choose device CALs when several people share the same computers, for example in shifts. User CALs fit people who each work from their own laptop, PC and phone.

Does the bundle include Windows Server CALs?

No. The bundle covers the server license and 50 RDS device CALs. Each user or device that accesses the server also needs a Windows Server CAL, sold separately.

Can I still use Windows Server 2016 in 2026?

Yes. Windows Server 2016 receives security updates until January 12, 2027. Plan a migration to a newer release before that date for servers exposed to the internet.

How fast will I get the license?

HypestKey emails the server key and the RDS CAL code instantly after payment, and no account is needed.
