Windows Server 2019 Standard 5 Remote Desktop User CALs pairs a Windows Server 2019 Standard license with five per-user Remote Desktop Services client access licenses. Standard is the edition for physical servers and light virtualization: on a fully licensed host it covers the host plus two Windows Server virtual machines. The five RDS user CALs let five named people work in Remote Desktop sessions from any of their devices. This set of Server 2019 Standard Remote Desktop CALs from HypestKey fits a small office that wants one server for files, a shared accounting app and remote work.

Key takeaways

  • Windows Server 2019 Standard: Active Directory, file and print, IIS, Hyper-V and Remote Desktop Services.
  • Five per-user RDS CALs for Remote Desktop sessions on Windows Server 2019 and 2016 hosts.
  • RDS CALs install on a license server running Windows Server 2019 or later.
  • Extended support with security updates until January 9, 2029.
  • Keys emailed instantly after payment, no account needed.

What is included with Windows Server 2019 Standard and 5 Remote Desktop user CALs?

The order holds two licenses: a product key that activates Windows Server 2019 Standard, and a license code for five Windows Server 2019 RDS per-user CALs. The key turns the machine into a licensed server; the CAL code goes into Remote Desktop Licensing Manager and covers five people who sign in to Remote Desktop sessions.

Standard is the full Windows Server 2019 operating system without the private cloud extras. It runs domain controllers, DNS and DHCP, file shares with Data Deduplication, print servers, IIS websites, Windows Server Backup, failover clustering and Hyper-V. Storage Replica is included too. For a small business that usually means one box does the job of several: sign-in, shared folders, the line-of-business app and remote desktops for the people who work away from the office.

Five RDS user CALs match a team of five that needs a hosted desktop. Say a bookkeeper, a project lead and three field staff who open the same accounting program from home, from a client site or from a phone. Each of them is one CAL, however many devices they bring.

Standard or Datacenter: which Server 2019 edition fits?

Choose Windows Server 2019 Standard for a physical server or a Hyper-V host that runs up to two Windows Server virtual machines. Choose Datacenter when one host will run many VMs or you need Storage Spaces Direct, shielded VMs or software-defined networking. Both run Remote Desktop Services and take the same RDS CALs.

Feature Windows Server 2019 Standard Windows Server 2019 Datacenter
Windows Server VMs per licensed host 2 Unlimited
Remote Desktop Services role Yes Yes
Hyper-V, failover clustering, Storage Replica Yes Yes
Storage Spaces Direct No Yes
Shielded VMs (Host Guardian Hyper-V Support) No Yes
Network Controller (SDN) No Yes

Which session hosts do Windows Server 2019 RDS CALs cover?

Windows Server 2019 RDS CALs license Remote Desktop sessions on hosts running Windows Server 2019 or Windows Server 2016. They do not cover Windows Server 2022 or 2025 hosts, because older RDS CALs never license newer servers. The CALs install on a Remote Desktop license server running Windows Server 2019, 2022 or 2025.

Server role Windows Server 2025 Windows Server 2022 Windows Server 2019 Windows Server 2016
RD Session Host accepts 2019 RDS CALs No No Yes Yes
License server can hold 2019 RDS CALs Yes Yes Yes No

Per-user CALs need Active Directory for tracking and show as valid for 60 days, renewed at each sign-in. Shared shift PCs fit device CALs better, such as the Windows Server 2019 RDS 50 device CAL pack. Source: Microsoft’s RDS client access license documentation.

What other licenses does a Remote Desktop server need?

Microsoft licenses Windows Server Standard per physical core, and every user or device that accesses the server needs a Windows Server CAL. RDS CALs are added on top for Remote Desktop sessions. The product name lists five RDS user CALs, so cover the same five users with Windows Server CALs as a separate item.

  • Server license: the Standard key in this order.
  • Windows Server CALs: base access for each user or device.
  • RDS CALs: the five per-user licenses in this order.
  • Admin access: two simultaneous administrative RDP sessions need no RDS CALs.

Microsoft gives a 120-day grace period after the RD Session Host is deployed. In that window no license server is needed; after it, every user needs a valid RDS CAL to start a session.

What are the system requirements for Windows Server 2019 Standard?

Windows Server 2019 Standard needs a 1.4 GHz 64-bit processor with NX, DEP and Second Level Address Translation, 1 GB of RAM for Server Core or 2 GB for Desktop Experience, at least 32 GB of disk space and a 1 Gbps Ethernet adapter. For five Remote Desktop users, plan much more memory than the minimum.

Component Minimum for Windows Server 2019
Processor 1.4 GHz 64-bit, x64 instruction set, NX and DEP, CMPXCHG16b, LAHF/SAHF and PrefetchW, SLAT (EPT or NPT)
Memory 1 GB (Server Core), 2 GB (Desktop Experience), ECC for physical hosts
Disk space 32 GB absolute minimum
Network Ethernet adapter with at least 1 Gbps throughput

How do I activate Windows Server 2019 Standard and install the RDS CALs?

Enter the Standard product key in Settings or with slmgr to activate the server, then install the five RDS user CALs in Remote Desktop Licensing Manager. Last, point the session host at the license server and set the licensing mode to Per User, either in the deployment properties or by Group Policy.

  1. Open Settings > Update & Security > Activation > Change product key and enter the Standard key. On Server Core, run slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX, then slmgr /ato.
  2. Running an evaluation install? Convert it with DISM /online /Set-Edition:ServerStandard /ProductKey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /AcceptEula and restart.
  3. In Server Manager, add the Remote Desktop Services roles, including Remote Desktop Licensing.
  4. Open Server Manager > Tools > Remote Desktop Services > Remote Desktop Licensing Manager, right-click the server and select Activate Server.
  5. Right-click the server, select Install licenses, enter the license code and choose Windows Server 2019, RDS Per User CAL, quantity 5.
  6. Go to Server Manager > Remote Desktop Services > Overview > Tasks > Edit Deployment Properties > RD Licensing, select Per User and add the license server.

Without a full RDS deployment, set the mode by Group Policy under Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Licensing. Our guide to activating Windows Server via DISM explains the evaluation conversion, and the remote access guide shows how users connect.

Note: Per-user CALs are not enforced by the license server. Five licenses mean five people, so run a per-user report in RD Licensing Manager whenever staff change.

How long is Windows Server 2019 supported?

Windows Server 2019 mainstream support ended on January 9, 2024, and extended support with security updates continues until January 9, 2029. The Standard license and the RDS CALs are perpetual and remain valid afterwards; what stops at that date is the flow of security patches.

In most cases a small office that buys 2019 today plans a move to a newer version before 2029. The data and the RDS setup carry over in a migration project; the newer server version then needs its own key and CALs. Every Server 2019 option is listed in the Windows Server 2019 category.

FAQ

How do I activate Windows Server 2019 Standard?

Open Settings > Update & Security > Activation > Change product key, or run slmgr /ipk with the key followed by slmgr /ato. For an evaluation install, use DISM /online /Set-Edition:ServerStandard with the key.

How do I add the 5 RDS user CALs?

Activate the license server in Remote Desktop Licensing Manager, choose Install licenses, enter the code and pick Windows Server 2019, RDS Per User CAL, quantity 5. Set the deployment to Per User afterwards.

Can one person use the CAL from home and from the office?

Yes. A per-user RDS CAL covers one named user on any number of devices, so an office PC, a laptop and a home computer all count as one license.

Do these CALs work on a Windows Server 2022 or 2025 host?

No. Windows Server 2019 RDS CALs cover 2019 and 2016 session hosts only. Newer hosts need RDS CALs of the same or a newer version.

Is Standard enough for a Remote Desktop server?

Yes. Remote Desktop Services is fully included in Standard. Datacenter only adds unlimited VMs and private cloud features such as Storage Spaces Direct.

Do I also need Windows Server CALs?

Yes. Each user or device that accesses Windows Server Standard needs a Windows Server CAL, and RDS CALs are added on top for Remote Desktop sessions.
